El Paso County Sheriff Arrests Two Men for Illegal Desert Dumping

On July 31 around midday, deputies responded to a report of illegal waste disposal at block 13400 Frankie Lane in the eastern desert area of El Paso County, Texas. The call identified a blue GMC truck whose occupants were throwing construction debris onto the desert. Investigators located the two suspects – 18‑year‑old José Alarcón and 25‑year‑old Aldo Chairez Rodríguez – and determined the debris volume was about 413 cubic feet, exceeding the legal threshold for a felony. Both men were charged with illegal dumping of waste over 1,000 lb (200 cubic feet), booked into the El Paso County Detention Center and each posted a $3,000 bond. Sheriff Oscar Ugarte said protecting the community also means protecting the environment and that the offenders will be held accountable.
