El Paso law enforcement captures fugitive with license‑plate tech and arrests two suspects after vehicle chase

El Paso Constable Office agents captured 38‑year‑old fugitive Enrique Soto after a license‑plate reader system from Flock Safety identified his vehicle. Soto faced four active warrants, including stalking and three counts of aggravated assault with a deadly weapon, all without bail. After locating his pickup, officers stopped the vehicle and took him into custody without incident.

Separately, the El Paso Police Department arrested 22‑year‑old Angel Aaron Flores and 18‑year‑old Rafael De Jesus Bustillos after they failed to stop a stolen vehicle during a police pursuit. Both were charged with aggravated robbery, aggravated assault with a deadly weapon, and evading arrest, among other offenses. The stolen vehicle crashed and was rendered inoperable before the suspects were taken to the El Paso County Detention Facility.
