Cuba updates foreign currency management and banking regulations

Cuba has implemented new regulations to manage and allocate foreign currency within its national economy. According to the Ministry of Economy and Planning (MEP) and the Central Bank of Cuba (BCC), Resolutions 102/2026 and 103/2026 establish updated frameworks for foreign currency management and the opening of foreign currency bank accounts.

The new rules allow for certain internal operations to be conducted in foreign currency, particularly among companies, wholesale businesses, and foreign investment models. While retail trade will continue to function primarily in Cuban pesos, the Ministry of Economy and Planning may authorize sales in foreign currency if deemed in the national interest. Additionally, professional workers exporting services through state entities may receive income in foreign currency based on established contracts.

These measures are part of a broader set of economic and social transformations aimed at increasing business autonomy, flexibility, and efficiency. The regulations also include updates to the legal framework for agricultural cooperatives, allowing them to directly export products and accept foreign investment under Decree-Law 76.
