El Salvador launches Sivar remittance app via Coinbase Base network
El Salvador has launched Sivar, a new remittance and identity application designed to facilitate digital dollar transfers. Developed by Modveon and powered by Coinbase’s Base network, the app allows eligible senders to transfer funds from the United States to verified recipients in El Salvador for a flat $2 fee, regardless of the transaction amount.
The platform utilizes Coinbase’s cryptocurrency infrastructure in the background to move peer-to-peer transfers via APIs, settling value in stablecoins on the Base Ethereum layer-2 network. Users receive a non-custodial wallet within the app, and recipients can collect cash at over 1,000 locations throughout the country. According to Coinbase and Modveon, more than 25,000 Salvadorans signed up for the service prior to its launch.
This initiative follows El Salvador’s 2021 decision to make Bitcoin legal tender. The new app aims to address the massive remittance market, noting that U.S.-based Salvadorans accounted for approximately 92% of the roughly $9 billion sent to the country in 2025.
