Electoral irregularities and governance concerns in Peru

In Peru, electoral specialist José Manuel Villalobos has raised concerns regarding the candidacy of Verónika Mendoza for the regional governorship of Cusco. Villalobos alleges that the Special Electoral Jury (JEE) committed an error by failing to notice that Mendoza’s alliance, Venceremos, had submitted a municipal government plan instead of the legally required regional government plan during the initial review process.

Because the JEE did not notify the alliance of this specific omission during the inadmissibility phase, the requirement was not corrected within the legal timeframe. A subsequent citizen challenge against the candidacy was declared inadmissible by the JEE because it was filed after the established deadline.

Separately, in the Huamanga province, commentary regarding incoming regional and local authorities emphasizes the need for accountability. Concerns have been raised regarding the critical state of regional administration, noting approximately 180 stalled public works projects attributed to budget shortages and previous populist management strategies.
