For mobile phone chargers, leaving a high-quality charger plugged into an outlet without a device connected consumes a negligible amount of electricity and does not inherently cause explosions. However, users should unplug devices if the charger or cable shows signs of damage, such as overheating, unusual smells, deformation, or cracked insulation. Additionally, phones should be charged on flat, ventilated surfaces rather than under pillows or blankets to prevent heat buildup.

Regarding rice cookers, there is a distinction between turning the device off and using the 'keep warm' function. While some electronic models may still draw standby power even when turned off, unplugging the device is recommended during long periods of non-use, such as overnight or during travel, to ensure the device is completely disconnected from the power source.
