Electricity billing dispute procedures in the Dominican Republic
Electricity users in the Dominican Republic facing unexpected increases in their utility bills are advised to follow specific protocols to resolve discrepancies. Before filing formal complaints, consumers should conduct internal checks, such as reviewing meter readings, checking for new high-consumption appliances, or identifying potential electrical leaks within their own installations.
If discrepancies persist, the first step is to file a formal claim with the customer service office of the respective electricity distributor: Edeeste, Edenorte, or Edesur. Users should request a technical inspection of the meter and installations to rule out measurement errors. It is critical to submit these claims before the bill's due date or within the regulator's established timeframes.
During a dispute, distributors are prohibited from suspending service for the contested amount, provided the user continues to pay their average habitual consumption. If the distributor's response is unsatisfactory, consumers can escalate the matter to the Office for the Protection of Electricity Consumers (Protecom), a dependency of the Superintendency of Electricity (SIE), which evaluates evidence to issue a resolution.
