Elering advances Estonia's power resilience with service rules and crisis centre tender

Elering, Estonia’s electricity and gas system operator, submitted technical conditions for a new restart‑service to the Competition Authority. Board chair Kalle Kilk said the service will create a distributed reserve layer, providing 500‑900 MW of restart capacity by 2035 and enhancing system resilience in severe crises. The tender is planned to be announced by the end of 2026, with the first providers potentially starting service in 2031. A public consultation attracted 21 market participants and 168 proposals, most of which were positive.

In a related move, Elering issued a construction tender for a crisis‑management centre on Tallinn’s Kadaka road. Board member Reigo Kebja explained the centre will ensure uninterrupted control of the electricity and gas networks during emergency situations.
