Eli Lilly factory proposal faces scrutiny in Katwijk

The Katwijk municipal council is preparing to decide on October 1 regarding a proposed pharmaceutical factory by Eli Lilly. The project involves a €2.6 billion investment and is expected to create 500 permanent jobs and 1,500 temporary construction jobs. While the facility would benefit the Dutch economy and the Leiden science region, independent reports suggest the local impact on Katwijk may be negative.

Research by Decisio indicates that alternative small-scale business development at the De Zijlhoek site could potentially yield approximately 1,875 permanent jobs, significantly more than the Eli Lilly proposal. Furthermore, the factory, which could reach nearly 40 meters in height, poses risks to local livability, including increased noise, traffic, and pressure on water and energy utilities. It also threatens the recreational value and accessibility of the adjacent Valkenburgse Meer.

The council will review two independent studies on September 3, including a second opinion on the permit application and an assessment of social pros and cons. The community has shown high engagement, with over 800 formal views submitted regarding the permit application.
