Elisa Spiropali proposes constitutional reform and transitional government in Albania

Socialist deputy Elisa Spiropali has sent an email to the 140 members of the Albanian Parliament proposing a deep constitutional and electoral reform package. The proposal includes a motion of no confidence and a 100-day transitional program that would transfer executive leadership to Spiropali.

Key elements of the draft reform include expanding the Parliament from 140 to 201 deputies and implementing 100% open lists to increase direct citizen representation. The plan also proposes limiting deputies to a maximum of three mandates, with an exception for candidates ranked among the top 50% of those with the most preferential votes in their district, who could run for a fourth term.

Additionally, the draft seeks to limit the Prime Minister to two consecutive mandates, with a constitutionally defined break period. To ensure broader parliamentary consensus, the proposal requires a new Prime Minister to receive at least 104 votes. Spiropali has called on deputies to join the initiative, presenting it as a move in the public interest following her previous calls for political solutions and dialogue with citizens.
