Emaseo truck purchase results in $787,000 loss in Quito
An audit by the Contraloría General del Estado has identified an economic loss of $787,000 regarding the purchase of six garbage collection trucks by the Quito Metropolitan Cleaning Company (Emaseo). The report, presented by Councilman Andrés Campaña, highlights significant irregularities in a contract originally signed in December 2024 as part of a $5.4 million fleet renewal project.
Key findings include the failure of the vehicles to meet 13 out of 52 technical specifications and the fact that the trucks were found to be non-operational. Additionally, the audit flagged the omission of standard public procurement procedures and a $107,000 commission paid to the United Nations Development Programme (UNDP). While the acquisition was initially justified through a purported financing agreement with the UNDP, the audit determined that the international organization did not actually provide funds for the purchase.
Emaseo has reportedly filed a complaint against the provider with the Prosecutor's Office and has requested the early termination of the contract.
