EMERGENCY launches R1PUD1A campaign for war conscientious objection
The humanitarian organization EMERGENCY has launched the ‘R1PUD1A’ campaign to support a popular legislative initiative titled ‘Io obietto la guerra’ (I object to war). Based on Article 11 of the Italian Constitution, which states that ‘Italy rejects war,’ the proposal seeks to formally recognize conscientious objection to war.
If approved, the law would allow citizens to register their opposition to military service and activities connected to armed conflicts—such as the design, production, or movement of military goods—through a municipal registry. This would allow individuals to declare their position preventively rather than waiting for a potential call to arms.
As of late October 2026, the online signature collection had reached over 43,000 entries, approaching the 50,000 required to present the proposal to Parliament. In support of the movement, the municipal council of Pieve Emanuele has officially joined the campaign, providing residents with formal procedures to register their objection through the local administration.
