Emergency medical indemnity disputes and payments in Italy

In Italy, emergency-urgency medical personnel are facing varying outcomes regarding the distribution of emergency indemnity payments.

In the Campania region, the PSAUT (Posti di Soccorso e di Assistenza Urgenza Territoriale) coordination has raised concerns over perceived inequality. An agreement signed on July 8, 2026, extended the indemnity to emergency room staff, intensive observation unit personnel, and 118 ambulance crews, but excluded PSAUT workers. The PSAUT coordination argues that because these fixed stations are fully integrated into the emergency network and handle high-intensity critical situations, they should receive the same recognition as other 118 personnel.

Conversely, in Trapani, the Asp Trapani has confirmed that emergency room indemnity payments will be included in the August salaries for healthcare staff. This follows the completion of liquidation procedures in accordance with regional health department decrees and national collective labor agreements. Sabrina Pulvirenti, the extraordinary commissioner of Asp Trapani, described the payment as a necessary contractual obligation and a recognition of the dedication shown by medical and healthcare staff in emergency services.
