Emilia‑Romagna adopts new unified cultural framework law

The Emilia‑Romagna regional council has approved a draft law that consolidates fifteen existing cultural statutes into a single, comprehensive framework. The proposal recognises culture as a citizenship right, a driver of wellbeing, innovation and regional economic development, and introduces a cultural‑welfare component to support museums, libraries, archives, live performance, cinema, publishing and creative enterprises. The legislation will now proceed to the regional legislative assembly for debate after the summer recess.

Regional Culture Assessor Gessica Allegni said the law “is born from the conviction that culture is a fundamental tool of our democracy and the development of Emilia‑Romagna,” adding that it links heritage, creativity, participation and territorial growth while emphasising accessibility, social inclusion and sustainability.
