Emmanuel Katongole resigns as Uganda Revenue Authority Board Chairman

Emmanuel Katongole has resigned as the Chairman of the Uganda Revenue Authority (URA) Board after only six months in the role. Katongole, a businessman and co-founder of Quality Chemical Industries Limited, officially took office on April 1, 2026, succeeding Juma Kisaame.

His brief tenure was reportedly marked by internal challenges, including allegations of infighting, bickering among top officials, and difficulties regarding disciplinary issues. Specifically, reports mention complications surrounding the suspension of the Commissioner for Customs, Hajji Asadu Kigozi Kisitu, and perceived divisions within the board itself.

Katongole’s departure occurs as the URA faces pressure to increase Uganda’s tax-to-GDP ratio to 20% by the 2029/30 financial year. During his time in office, he had participated in strategic discussions with Finance Minister Henry Musasizi regarding domestic revenue mobilization and tax base expansion.
