French President Emmanuel Macron has formally requested the European Commission to implement emergency measures to combat a growing fuel supply crisis. In a letter to Commission President Ursula von der Leyen, Macron proposed temporarily easing technical standards for diesel and kerosene to boost production by an estimated 5% to 20%.

The proposal includes relaxing specifications for fuel density, volatility, and desulfurization, as well as increasing the allowed biodiesel blend from B7 to B10. Additionally, Macron has called for a one-year delay on new EU methane emission reporting obligations, which are set to take effect in January 2027, to avoid complicating imports during market instability.

The request comes amid rising fuel prices and supply disruptions linked to geopolitical tensions in the Middle East and the closure of the Strait of Hormuz. In France, approximately 14% to 15% of filling stations have reported shortages of certain fuel types. The crisis is also impacting the aviation sector, where jet fuel prices have surged significantly, creating severe financial pressure on airlines.
