Emmanuel Macron supports Andorra's EU integration and immigration openness

French President Emmanuel Macron has advocated for an open Andorra that is receptive to immigration and increasingly integrated into European structures. During a meeting with Andorran Head of Government Xavier Espot, Macron emphasized that cooperation, continental solidarity, and person mobility serve as the pillars for the Principality’s future.

Macron identified the Association Agreement with the European Union as the primary instrument to consolidate Andorra’s approximation to the EU, noting it will create new opportunities for Andorran youth. He also explicitly recognized the contribution of immigrant communities, stating that foreign workers provide talent, strength, and enthusiasm that drive the country’s economic growth and social vitality.

Controversy has arisen regarding the interpretation of the Association Agreement’s immigration quotas. Critics have challenged claims made by Minister Ester Molné regarding the minimum number of residency permits for EU citizens, arguing that the technical calculation for the annual net increase of economically active EU nationals is more complex than a simple percentage of previous residency averages.
