Energy community development analyzed in DACH and South Tyrol
A comparative study examines the development of energy communities in Austria, South Tyrol, Switzerland, and Germany. As Europe accelerates its energy transition, there is an increasing reliance on citizen-led, decentralized electricity generation.
The research indicates that the growth of these communities is influenced not only by formal legal frameworks but also by country-specific institutional, technological, and market conditions. A key finding is that scalability depends heavily on the maturity of meso-level intermediary infrastructure, which is necessary to manage the coordination costs associated with energy sharing.
The study provides practical recommendations for building the operational infrastructures required to realize the potential of citizen participation, local value creation, and the decentralized transformation of energy systems across different regulatory contexts.
