Poland implements major energy reforms and heating sector transformations

Poland is undergoing significant shifts in its energy and heating sectors. The National Fund for Environmental Protection and Water Management (NFOŚiGW) plans to finance the installation of nearly 5 million smart electricity meters by 2030 to improve energy management and grid efficiency.

To accelerate the transition away from coal, the government is launching a heating transformation program with a budget of at least 3 billion PLN. This fund, active from 2026 to 2030, will provide 1.2 billion PLN in subsidies and 1.8 billion PLN in loans to support electrification, heat storage, and renewable energy integration.

Voivodeship funds have terminated at least 7,800 contracts under the 'Clean Air' program between 2025 and 2026, with significant regional disparities in terminations. Additionally, the upcoming implementation of the EU's ETS2 system in 2028 is expected to increase costs for heating and transport by incorporating carbon emission costs into fuel prices.

On the consumer side, companies like Castorama are expanding services to include full-service thermal modernization, while energy providers like PGE Obrót face scrutiny regarding the transparency of electricity billing and meter readings.
