Energy infrastructure and legal developments in Entre Ríos and Ecuador
In Entre Ríos, Argentina, the provincial company Enersa and the Secretariat of Energy have signed agreements with local electrical cooperatives to finance infrastructure improvements. The scheme provides credits to cooperatives that are up to date with their energy purchase payments. These funds must be reinvested into technical priorities, including the modernization of networks, increasing capacity on critical transmission lines, and reducing technical and commercial losses.
In Ecuador, the judicial process regarding the Progen case has been reactivated. Judge Ximena Alexandra Rodríguez Párraga has scheduled hearings for 30 defendants from November 9 to November 20, 2026. The investigation concerns alleged irregularities in thermal power generation contracts signed by Celec during the 2024 energy crisis. The case involves suspected embezzlement totaling over $104 million related to generators at the Salitral and Quevedo plants that reportedly never entered operation. Following the dismissal of former Energy Minister Antonio Gonçalves Savinovich, the case has moved to ordinary justice.
