Energy policy shifts: Peru evaluates tariffs while Paraguay debates Itaipú funds

In Peru, the Ministry of Energy and Mines is evaluating a differentiated electricity tariff structure to mitigate the impact of rising costs on households. Following a 5.35% increase in residential electricity consumption costs this year, Vice Minister of Electricity Luis Santillán stated that the proposal aims to protect low-consumption users. Instead of a uniform increase, the mechanism would target high-consumption and free clients to ensure those with lower usage face minimal impact.

In Paraguay, concerns have been raised regarding tariff negotiations for the Itaipú Binacional dam. Former National Electricity Administration (ANDE) president Pedro Ferreira criticized the government's push for a medium-term tariff agreement with Brazil. Ferreira warned that if tariffs are set higher than Brazil's preference, the resulting surplus funds could be subject to discretionary and political use without proper oversight. He emphasized that the priority should remain the extension of the operating agreement to ensure access to affordable energy.
