Energy policy updates in Jerez and ENEE operational shifts in Guatemala

In Jerez, Spain, the political group Ganemos has called for a more detailed plan to combat energy poverty within the city's Climate and Sustainable Energy Action Plan (PACES-PMCC). The group argues that the current plan lacks quantitative data specific to the municipality and fails to include concrete objectives or indicators. They noted that while an Energy Poverty Study for Jerez exists, its findings have not been integrated into the municipal plan, leaving the diagnosis largely qualitative.

In Guatemala, Guillermo Peña Panting, manager of the Empresa Nacional de Energía Eléctrica (ENEE), stated that a Presidential Decree (PCM) could temporarily expand the state company's operational capacity while energy reforms remain stalled in Congress. Peña Panting emphasized the need for agile financial mechanisms to address the company's debt, noting that transferring all ENEE debt to the Ministry of Finance is not a viable solution. He indicated that the ENEE is currently focusing on identifying legal and contractual obligations to prevent administrative paralysis.
