England launches 2026 Simpler Recycling rules restricting common waste items

From 31 March 2026 England will apply the Simpler Recycling system introduced under the Environment Act 2021. The government‑backed guidance standardises separate collection streams for food waste, garden waste, dry recyclables and general rubbish, aiming for consistent bin use across the country.

The rules list numerous everyday materials that must no longer be placed in recycling or garden‑waste bins. Household items such as thermal receipts, multi‑layer crisp tubes, glitter‑finished wrapping paper, disposable coffee cups with plastic linings and black plastic food trays are now classified as contaminants. For garden waste, councils will not accept animal bedding, bulky garden furniture, tools, plant pots, plastic bottles, sand, sawdust, stone, gravel and similar materials. Local authorities may charge for garden‑waste collection, and guidance from GOV.UK details the permitted and excluded items.

The change arrives as England's household recycling rate has stalled at about 43.7 %, with contamination identified as a major barrier to higher recovery rates.
