England road condition data shows decline in major road quality

Data from the Department for Transport (DfT) reveals that nearly 45% of local councils in England reported an increase in the proportion of ‘A’ roads categorized as ‘red’—indicating poor condition requiring maintenance—between 2024 and 2026.

Across England, 4% of local ‘A’ roads were classified as red in 2026, a figure unchanged from previous years. However, 28% of local ‘A’ roads were classed as ‘amber’, suggesting maintenance may be required soon. In terms of broader networks, local authorities reported that 6% of ‘B’ and ‘C’ roads and 16% of unclassified roads were in red condition.

National Highways reported that 4% of motorways and 6% of ‘A’ roads under its management required maintenance consideration. Specific local authorities recorded higher rates of poor road conditions, with Brighton & Hove at 17%, Nottingham at 15%, and Brent at 14%.

The current statistical series is ending, as future road condition reporting from 2027 will transition to the PAS 2161 monitoring standard, which will utilize five condition categories instead of the current red, amber, and green system.
