English identity debate intensifies over civic and ethnic definitions

Debates regarding the definition of English identity have resurfaced following comments by former Prime Minister Rishi Sunak. The discourse centers on the distinction between civic identity, based on residence and culture, and ethnic identity, based on ancestry and heritage.

Sunak has argued against defining national identity through DNA, suggesting that questioning whether non-white citizens are truly English creates a “slippery slope.” He characterized such scrutiny as a “reverse Tebbit test,” noting that tying identity strictly to skin color or ancestry undermines the concept of belonging for minority citizens and their descendants.

Critics and commentators offer differing perspectives on this tension. Some argue that attempting to suppress discussions of an ethnic layer of Englishness is self-defeating and fuels ethnonationalist resentment. Others contend that questioning the Englishness of non-white individuals is an insidious practice that implies certain citizens will always have a lesser claim to belonging than those with ancestral ties to the region.
