Ennis hospital redevelopment stalled over bat protection concerns

Renovation plans for the former Our Lady’s Hospital in Ennis, Ireland, have been stalled by Clare County Council due to environmental concerns. The project, proposed by Walsh & Sheehan OLE Investments Limited, aims to transform the site of the dilapidated 19th-century psychiatric hospital into a mixed-use development featuring 171 residential units.

The primary obstacle involves the protection of the Lesser Horseshoe Bat, a species protected under EU habitats regulations, as well as concerns regarding rodent disturbance. While the developers have applied for a Derogation Licence to allow for the redevelopment of buildings used by these protected species, the council has placed the plans on hold pending further assessment.

The development intends to refurbish the historic hospital buildings to provide 100 residential units, seeking to regenerate the underutilised site while preserving its architectural character. The delay highlights the ongoing tension in Ireland between the urgent need for housing and mental health infrastructure and the legal requirements for wildlife conservation.
