Argentina and Bolivia advance major new investment legislation

Argentina is advancing major investment initiatives through the Incentive Regime for Large Investments (RIGI). Economy Minister Luis Caputo announced that new proposals under this regime could bring in up to USD 50 billion, adding to the approximately USD 49.7 billion already approved across more than 20 initiatives. Additionally, the Argentine Senate is debating the 'Súper RIGI' project, which targets high-tech sectors like artificial intelligence, biotechnology, and critical minerals. This specific project would require minimum investments of USD 1 billion in exchange for 30 years of fiscal, customs, and exchange rate stability.

In the province of Entre Ríos, the RINI program has seen significant traction, reaching investment commitments of over USD 261 million as of August.

In Bolivia, the government has submitted a new Investment Law to the Plurinational Legislative Assembly. President Rodrigo Paz defended the bill, which aims to attract capital into sectors such as AI, logistics, and green energy. While the government seeks to provide legal certainty and stability for up to 30 years, political opposition in the legislature has raised concerns regarding international arbitration clauses, arguing they may conflict with the current Constitution.
