E.ON and grid operators could benefit from Germany's redispatch reservation

An analysis by the Bundesverband Neue Energiewirtschaft (bne) suggests that the planned redispatch reservation in Germany could create unintended economic incentives. Under the proposed regulations, plant operators in capacity-limited grid areas may have to waive compensation payments for up to six years when their facilities are curtailed due to grid congestion.

While the Federal Network Agency (Bundesnetzagentur) intends to use high redispatch costs to pressure grid operators into improving efficiency and expanding networks, the bne analysis argues the reservation undermines this logic. By shifting the financial consequences of congestion onto new renewable energy producers, the costs recorded by grid operators decrease. This reduction could artificially improve a grid operator's regulatory efficiency rating, as the lower costs might be attributed to better management rather than actual infrastructure improvements.

Industry experts warn that this policy introduces significant investment risks for renewable energy projects, potentially jeopardizing many planned developments.
