EPDK introduces new collateral and debt regulations for electricity market

The Energy Market Regulatory Authority (EPDK) has implemented new regulations regarding collateral and debt obligations for participants in the electricity market. These changes, published in the Official Gazette, aim to manage financial risks and ensure participants meet their fiscal responsibilities.

Under the updated rules, simply providing additional collateral will no longer be sufficient for participants in default. If a participant fails to provide the required collateral after a call, or if they complete their collateral requirements without paying their outstanding default debt, they will face restrictions on their activities. These restrictions apply to bilateral agreements, the futures electricity market, the day-ahead market, and the intraday market.

Additionally, the regulation now explicitly includes unpaid receivables from overdue invoice periods as part of the collateral assessment. This means that debt arising from past-due invoices will be factored into the collateral requirements for market participants. These measures are intended for market participants and do not involve changes to electricity tariffs or direct sanctions for residential consumers.
