EPDK implements new electricity market regulations in Turkey
The Energy Market Regulatory Authority (EPDK) has implemented comprehensive regulatory changes across five different electricity market regulations in Turkey. These updates, published in the Official Gazette, impact energy storage, unlicensed electricity production, distribution system connections, and collateral requirements.
Key provisions include mandatory automatic power control and energy shut-off systems for electricity storage facilities with installed capacity exceeding their contracted power. For unlicensed electricity production, distribution companies and certain organized industrial zones are now authorized to remotely control facilities during emergencies to maintain grid stability. Failure to comply with remote control or SCADA integration requirements will result in monthly penalties.
Regarding financial obligations, the new rules mandate that distribution companies return excess collateral to users within 10 business days upon request. Additionally, any excess collateral resulting from the implementation of these new regulations must be refunded within one month. Users who have maintained a clean payment record for the last 24 months will benefit from a cap on the maximum collateral rate. Other changes include updated reporting criteria for the balancing power market and new rules for day-ahead production and consumption programs.
