Ernesto Álvarez proposes military intelligence and penal reforms in Peru
Peruvian Minister of Justice and Human Rights Ernesto Álvarez has proposed a multi-pronged strategy to combat organized crime and extortion, which he argues affects 75% of the informal economy. His plan includes integrating military intelligence services to support the National Police of Peru and seeking delegated powers from Congress to reform the Penal and Criminal Procedure Codes.
Álvarez has also advocated for classifying extortion as terrorism with lucrative purposes. To address the prison crisis, the Ministry has identified three sites for new correctional facilities. The proposed plan involves classifying inmates by danger level, moving high-risk criminal leaders to maximum-security prisons in Pasco and Tacna, and utilizing productive prisons for low-risk offenders.
Additionally, the Minister issued a public apology to criminal law specialists after previously criticizing the Criminal Procedure Code as being designed by litigators to favor their clients. While apologizing for his phrasing, he maintained that the current legal framework has failed to meet its intended objectives.
