Ernesto Álvarez proposes military involvement in Peru's prison system

Peru's Minister of Justice and Human Rights, Ernesto Álvarez Miranda, has proposed a restructuring of the national penitentiary system to prioritize order and security as prerequisites for inmate resocialization.

Key proposals include the recruitment of retired military personnel and former police officers to serve as prison agents. Álvarez suggested that these individuals could undergo competitive processes to utilize their technical training and experience within the prison system. He intends to present this plan to the Council of Ministers.

Additionally, the Minister proposed building specialized, lower-cost prisons for inmates who have committed non-violent or low-severity crimes. This would allow high-cost, high-security facilities to be reserved exclusively for high-risk inmates. Álvarez also mentioned the possibility of establishing a prison in a jungle environment, modeled after El Sepa, to encourage rehabilitation through agricultural labor.
