Ernesto Ruffo Appel transferred to house arrest in Ensenada

Ernesto Ruffo Appel, the former governor of Baja California, has been transferred from the El Altiplano federal prison to his residence in Ensenada to serve his legal process under house arrest. The judicial decision to modify his precautionary measures was based on his age (74) and documented health issues, including hypertension and cardiac conditions.

The transfer, which took approximately 40 hours by land under the custody of the National Guard, has drawn scrutiny regarding the use of resources. President Claudia Sheinbaum defended the operation, stating it followed standard judicial protocols and was not a discretionary executive decision.

Ruffo remains under investigation by the Federal Attorney General's Office (FGR) for alleged involvement in organized crime and fuel smuggling (huachicol fiscal). The FGR maintains that the change to house arrest does not alter the ongoing criminal proceedings. As part of his house arrest conditions, Ruffo is prohibited from leaving the country, must surrender his passport and visa, and will remain under 24-hour surveillance by the National Guard.
