Ernst Kuipers testifies on COVID-19 response speed
Former healthcare administrator Ernst Kuipers testified before the Dutch parliamentary inquiry committee regarding the onset of the COVID-19 pandemic in early 2020. Kuipers, who was responsible for the distribution of critically ill patients across the country during the crisis, stated that the speed at which the virus spread caught the healthcare sector by surprise.
While his hospital, ErasmusMC in Rotterdam, was relatively well-prepared with protective equipment, Kuipers admitted he failed to warn other regional hospitals. He noted that the current healthcare structure places responsibility on individual institutions. He also suggested that the virus was likely circulating on a large scale weeks before the first official infection was detected in the Netherlands on February 27, 2020.
Kuipers remarked that the healthcare system reached the brink of a 'phase 3' crisis—where intensive care capacity is exhausted—in early April 2020. He described the government's decision to implement a heavy lockdown as a 'brave decision' that was taken at exactly the right moment, noting that delaying it by even a few days could have had different consequences.
