Escambia County Clerk Pam Childers sues over $1.1 million budget cut
Escambia County Clerk and Comptroller Pam Childers has filed a lawsuit against the Escambia County Board of County Commissioners following a $1.1 million reduction to her office’s 2026–2027 budget. The cuts, which represent approximately 20 to 25 percent of her proposed funding, include a $1 million reduction to finance operations and the total elimination of a $100,000 line item for outside legal counsel.
Childers alleges the budget cuts are punitive and intended to interfere with her independent constitutional duties as a county auditor and taxpayer watchdog. She claims the reduction is retaliation for her previous refusal to issue payments from commissioner discretionary funds that she deemed to lack a lawful public purpose.
County officials, including Commissioner Mike Kohler, have defended the decision, citing excess fee revenue and unspent funds that Childers’ office routinely returns to the county. Kohler characterized the clerk’s outside legal budget as a “slush fund.” The lawsuit seeks declaratory, injunctive, and mandamus relief to force the restoration of the full funding.
