Escudo de las Américas faces scrutiny over economic and security scope

The Escudo de las Américas initiative is facing scrutiny in Chile and Peru as its scope extends beyond police cooperation into economic and diplomatic spheres. While initially presented as a mechanism to combat organized crime and facilitate information sharing for law enforcement, the agreement also includes provisions regarding critical minerals, supply chains, and investment evaluations.

In Chile, concerns have been raised that the adhesion to the agreement may impact national sovereignty regarding foreign investment and diplomatic decisions. In Peru, opposition lawmakers from the Partido del Buen Gobierno and Obras have criticized the government for a lack of transparency during the accession process. Peruvian legislators have suggested the possibility of summoning Minister Carlos Espá for questioning, arguing that the agreement subjects the country to foreign interests and economic commitments that were not clearly disclosed.
