João Pessoa implements new disability rights and inclusion policies
The administration of João Pessoa, led by Mayor Leo Bezerra, has implemented several measures to strengthen the rights and inclusion of people with disabilities. A Decennial Plan for Public Policies and Human Rights for People with Disabilities has been established, directing municipal secretariats to focus on health, education, housing, accessibility, and assistive technology.
Legislative updates include the revision of Complementary Law No. 385/2010, which guarantees a 10% quota for people with disabilities in municipal public service exams. The law also allows for a reduction in working hours—up to 25% for employees with disabilities and up to 50% for those caring for dependents with disabilities—without the need for hour compensation.
To support these efforts, the city has inaugurated the Centro Dia de Habilitação e Reabilitação for children and adolescents, expanding the specialized care network alongside existing facilities like Espaço Acolher. Additionally, the municipal council has moved toward approving guidelines for the productive inclusion and financial autonomy of individuals in situations of social vulnerability.
