Espírito Santo bans anti‑abortion posters, makes animal abusers pay for care

A court in Vitória upheld the suspension of a municipal law that required public and private health facilities to display anti‑abortion posters. Judge Carlos Magno Moulin Lima ruled the ordinance incompatible with Brazil's Constitution and international human‑rights treaties, keeping the ban in force and imposing a daily fine for violations.

The Espírito Santo state legislature approved Bill 402/2023, which obliges anyone convicted of animal cruelty to cover all costs related to the treatment and recovery of the animals, including veterinary care, medication, surgery and transport. Sponsored by deputy Janete de Sá, the measure now awaits the governor's signature.
