Espírito Santo Legislative Assembly approves mandatory parliamentary amendments

The Legislative Assembly of Espírito Santo (Ales) has approved Complementary Law Project 28/2026, which regulates the mandatory execution of individual parliamentary amendments. The new legislation establishes that these amendments will correspond to 1.55% of the state's net current revenue, a significant increase from the 0.92% previously proposed by the Executive branch.

Under the new rules, the total amount for mandatory amendments in 2027 is estimated at R$ 435.31 million. This sum will be distributed equally among the 30 state deputies, allowing each legislator to allocate up to R$ 14.5 million. The law mandates that half of each deputy's resources must be directed toward health services, with a minimum value of R$ 30,000 per amendment.

The funds will remain within the state government's budget rather than the Assembly's operating budget, allowing deputies to direct resources to state agencies, municipalities, or civil society organizations. The legislation aims to ensure equal treatment for all deputies regardless of political affiliation and requires objective, transparent criteria for resource release.
