Essex church challenges UK council preaching ban
Bread of Life Community Church in Clacton is taking legal action against Colchester City Council following a Community Protection Notice (CPN) that restricts its street preaching activities. The notice, issued in March by Essex Police and the Safer Colchester Partnership, prohibits the use of loudspeakers and amplification during the church’s weekly outreach in Colchester’s city center.
The council alleges that the congregation’s amplified preaching has caused alarm and distress to the public, including children, and has created excessive noise that disturbs local businesses and residents. Under the Anti-social Behaviour, Crime and Policing Act 2014, breaching a CPN is a criminal offense.
Represented by the Christian Legal Centre, the church denies targeting children and argues that the restrictions constitute an unprecedented ban on religious expression. Pastor Stephen Clayden expressed concern that an unsuccessful appeal could set a precedent for other local councils to crack down on street evangelism or scrutinize sermons delivered inside church buildings.
