Estonia economic forecast predicts growth amid rising national debt

The Estonian Ministry of Finance has released its summer economic forecast, which serves as a basis for next year's budget preparation. Finance Minister Jürgen Ligi characterized the Estonian economy as one of the best in Europe, citing rapid growth and low inflation. The forecast predicts real GDP growth of 2.5% this year, 2.3% next year, and 2.4% the following year. Consumption is expected to rise due to reduced income tax burdens and slowing inflation, which is projected to drop from 4.8% last year to 3.2% this year.

However, the report highlights significant fiscal challenges. The budget deficit is expected to increase from 1.1% of GDP in 2024 to 4.4% this year and 4.5% next year. Consequently, the national debt is projected to rise significantly, potentially reaching 38.6% of GDP by 2030. This increase in debt load is noted as being among the largest in the European Union, which may limit available funds for future investments.

Political opposition has criticized the government's optimistic outlook. Critics argue that the economy has faced prolonged decline and high inflation compared to regional neighbors, attributing these issues to domestic fiscal and tax policies rather than external factors alone.
