Estonia education funding and higher education policy debate

The Estonian Education Grand Forum is set to address critical questions regarding education funding, focusing on whether the primary issue is a lack of resources or the efficiency of their use. Experts from both the public and private sectors will discuss funding in an international context, demographic shifts, and structural adaptations of the education system through 2040.

In the political sphere, the Riigikogu recently passed a declaration supporting higher education to address the upcoming needs of large student cohorts. While academics have welcomed this step, they have expressed concerns regarding the scope of the declaration. Critics note that the document fails to address systemic issues such as heavy reliance on project-based funding, increasing bureaucracy, and precarious career paths for young researchers.

Discussions also highlight a disconnect between high state spending on education and the reported financial struggles of schools, municipalities, and universities. This is compounded by demographic changes, with a significant decline in the number of children entering the school system compared to previous decades.
