Estonia explores digital identities for AI agents

Estonia is exploring the integration of AI agents into its digital governance framework, building upon the success of its e-Residency programme. The Eesti.ai Council has announced plans to investigate digital identities specifically for AI agents, allowing them to act on behalf of individuals or organizations within defined boundaries.

This initiative aims to provide AI agents with a trusted and accountable digital identity, similar to the government-issued identities provided to global entrepreneurs through e-Residency. The project is being coordinated by Enterprise Estonia’s e-Residency team, the Eesti.ai team, and various public and private-sector partners.

Experts note that as AI agents gain the ability to communicate with governments and initiate actions, new challenges regarding authorization, privacy, and accountability will arise. The transition requires ensuring that AI does not replace secure interoperability and that digital sovereignty is maintained when agents interact with public services.
