Estonia faces debate over costs of Ukraine reconstruction conference

Estonia is preparing to host a large-scale Ukraine reconstruction conference in Tallinn from January 27–29, 2027. While the event is intended to facilitate post-war rebuilding, the decision to move the conference from the traditional summer schedule to the winter has sparked political debate regarding rising costs and timing.

Estimates suggest that hosting the event in winter could increase the budget from the planned 15.3 million euros to approximately 20 million euros due to logistics and the need for heated structures, such as a ‘Ukraine Village’ in Freedom Square. Critics argue that the scheduling change may be a political maneuver by the Reform Party to align the event with the anniversary of the war and upcoming elections.

The conference is expected to be a major international gathering, involving 40–50 heads of state, 60–80 delegations, and up to 4,000 participants, including journalists and business representatives. High-profile attendees are expected, including Ukrainian President Volodymyr Zelenskyy and European Commission President Ursula von der Leyen. Opponents of the expenditure have questioned the allocation of 20 million euros for a conference at a time when domestic funding for public transport, agriculture, and emergency services is under pressure.
