Estonia faces urban flooding and stormwater pollution risks

Increasingly frequent heavy rainfall in Estonia, including in cities like Tallinn and Tartu, has led to recurring urban flooding and infrastructure damage, such as the recent failure of two dams in Tõrva. While extreme weather is a primary driver, the issue is compounded by urban development and aging stormwater infrastructure. The replacement of natural surfaces with asphalt and concrete prevents water absorption, forcing runoff into drainage systems designed for much lower volumes.

Beyond flooding, there is a growing environmental concern regarding the quality of stormwater. As water flows through streets, parking lots, and industrial areas, it collects pollutants including oil residues, microplastics from tire wear, heavy metals, sand, and litter. If this untreated water is discharged directly into rivers, lakes, or groundwater, it causes significant ecological damage. Consequently, European nations are increasingly treating stormwater management as an environmental priority rather than just a drainage issue, focusing on reducing pollution at its source.
