Estonia hosts training for Ukrainian police leaders

Approximately 83 Ukrainian police leaders have completed a training program in Estonia designed to enhance leadership skills and support institutional reforms. The project, which began in August, brought six study groups to Estonia to exchange expertise and strengthen internal security and democratic processes.

The training focused on practical management knowledge, including reducing bureaucracy, improving internal communication, and implementing modern digital solutions. Estonian officials noted that the initiative aims to support Ukraine’s aspirations for European Union membership by sharing Estonia’s own experience with police reforms conducted during its path toward EU and NATO accession.

Participants included high-level and mid-level leaders from the National Police of Ukraine, patrol police, and police academies. The scope of the leadership roles held by these trainees covers approximately 50,000 personnel in Ukraine. The Estonian Centre for International Development (ESTDEV) is supporting the project to ensure Estonian expertise reaches areas of greatest need.
