Estonia implements digital restrictions on Russian email domains

Estonian state and government institutions have implemented strict digital restrictions against Russia to protect against increasing cyber threats. As of August 31, 2026, authorities will no longer accept electronic mail sent directly from Russian servers or from addresses registered with the '.ru' national internet domain.

Minister of Justice and Digital Affairs Liisa Pakostová stated that the number of cyberattacks against Estonia has increased exponentially since 2022, noting that a vast majority of these attacks are linked to Russia. The new measures are part of a broader national security doctrine aimed at strengthening ICT security.

While some government systems will immediately reject and discard mail from Russian server nodes and '.ru' domains to eliminate phishing vectors, other institutions may handle them differently. For some agencies, such emails are redirected to a quarantine for additional inspection. Recipients may be notified and can open the email only after following specific security protocols. These rules do not automatically apply to all local municipalities, though some entities, such as Estonian courts, have implemented even stricter communication requirements.
