Estonia launches initiative to track 1,600 youths missing from education system
Estonian Minister of Education and Research Kristina Kallas announced a systematic effort to identify approximately 1,600 young people across the country who are not registered in any school following the completion of basic education. In Tallinn alone, about 670 youths are currently marked as without a school or missing from the education information system. Kallas noted that while some may simply not have been entered into the system yet, the initiative aims to prevent students from falling into an educational “blind spot” where they remain out of the system until adulthood.
The new compulsory education requirement is designed to find these individuals and provide support through vocational training, secondary education, or preparatory studies. Kallas cited Kohtla-Järve as an example, where a local initiative helped clarify the status of 33 youths, many of whom had been accepted into vocational schools but were not yet recorded in the digital system.
Separately, discussions regarding the integration of hobby education into the broader national framework continue. The Ministry of Education and Research is preparing new legislation to unify youth work and hobby school laws, which would include establishing qualification requirements for hobby education teachers and supporting the existing network of music schools.
