Estonia to conduct nationwide EE-ALARM emergency alert system test

The Estonian Rescue Board is conducting a nationwide test of the EE-ALARM emergency notification system on October 14. As part of Civil Protection Month, the test aims to evaluate system developments, identify bottlenecks, and ensure the reliability of emergency communication channels.

The test will occur in two stages. In the afternoon, a preliminary SMS notification will be sent to mobile phones. Between 15:00 and 15:10, sirens will be activated across Estonia, and alerts will be transmitted via the ‘Eesti äpi’ and ‘Ole valmis!’ mobile applications, as well as through ERR broadcasting channels. No notification will be sent to signal the end of the test.

Authorities are urging citizens, businesses, and institutions to use this opportunity to practice sheltering procedures. The Rescue Board emphasizes that in a real emergency, sirens indicate an immediate need to seek shelter in the nearest indoor space, preferably on a low floor behind multiple strong walls. Various organizations, including the Rotermann Quarter in Tallinn and several educational institutions, are participating in sheltering exercises during the test period.
