Estonia tops Global Relocation Index for 2026
Estonia was ranked first worldwide in the Rumavi Global Relocation Index for 2026, earning the highest overall score among 192 countries and territories. The index, released each year at the end of the second quarter, assesses nations on 24 indicators grouped into four categories: finance and taxes, quality of life and health, safety and stability, and settlement and opportunity.
Estonia scored 99 / 100 for currency and banking, 96 for business opportunities, 82 for housing affordability, 86 for green space, and 77 for street safety. Its weakest area was climate comfort, with only 20 points due to cold, dark winters. The methodology combines data from the World Bank, Mercer Cost of Living Survey, Global Peace Index, and expert evaluations.
The ranking also placed Singapore, Malaysia, Portugal, Taiwan, Lithuania, Hong Kong, Saint Kitts and Nevis, Czechia and Malta in the top ten. Estonia led the separate family‑focused list and ranked second for entrepreneurs, behind Singapore. The index highlights the country’s developed banking infrastructure, strong business environment, and favorable property rights for non‑citizens.
